They decide to do Zero Covid aggressively for over two years.

Then suddenly they do a 180° and let Covid rip. No huge drive to vaccinate the elderly. No importing the most effective vaccines. Just "oh you thought recent years were inconvenient huh? how about we kill your grandma then? you like that bitches?"

Can someone explain this?
