How are we going to reform train crew staffing requirements when “reform” is just a code word for “destroying jobs”?
Being able to do more with less work is the foundation of progress. When your stated goals are directly opposed to that, you shouldn’t be surprised when you get no (or negative) progress!
How are we going to stop building highways when doing so “destroys jobs”?
