It is commonly accepted that Y2K was not a major issue _because_ people worked so hard on it ahead of time.
By analogy, something can be said to have been a Y2K when huge efforts are spent, but no crisis occurs.
The hard part is knowing when you prevented a crisis, and when you just wasted your time.
You only get to see one timeline, which makes this hard.
